1. The Government of India has received credit for financing from the World Bank towards the cost of Jhelum &Tawi Flood Recovery Project and intends to apply a part of the funds to cover eligible payments under the contracts for construction of works as detailed below.
2. The Director Technical, Project Management Unit, Jhelum Tawi Flood Recovery Project now invites sealed bids from eligible bidders for “SUPPLY, INSTALLATION & COMMISSIONING, OPERATION AND MAINTENANCEOF HYDRO METEREOLOGICAL EQUIPMENTS FOR IMPLEMENTATION OF HMAP IN JAMMU &KASHMIR”.
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non- Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers, January 2011 Revised July 2014(“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs1.6and1.7settingforththeWorldBank’spolicyonconflictofinterest.

5. A complete set of bidding documents in English may be downloaded from www.jktenders.gov.in.
6. For submission of the bids, the bidder is required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities. Aspiring bidders who have not obtained the user ID and password for participating in e-tendering in this Project, may obtain the same from the website: www.jktenders.gov.in.
7. All bids must be accompanied by a “Bid Security” of INR 9.0 million (Nine million Indian Rupees) or an equivalent amount in a freely convertible currency in case of a foreign bidder, pledged in favour of Chief Accounts Officer, PMU JTFRP.
8. The bidders are required to submit all relevant documents online. However, the first lowest evaluated bidder shall be required to submit the following documents before award of contract:-
(a) Original bid security in approved form.
(b) Original Affidavit regarding correctness of information furnished with the Bid Document.
